新加坡：忧患意识，有备无患

2009年4月10日，“海峡时报”报道了李光耀资政对新加坡外交、外事人员的一次讲话，里面流露了他对新加坡地缘政治的考虑及其忧患意识。

李资政谈到新加坡与其邻居的区别：“Singapore is a multiracial meritocracy. Our neighbors organize their societies on the supremacy of the indigenous peoples, bumiputeras in Malaysia and primbumis in Indonesia.

他谈到新加坡与其邻居的复杂而微妙的关系：“Though our neighbors have accepted us as a sovereign and independent nation, they have a tendency to externalize towards us their internal anxieties and angst against their own minorities. This is unlikely to go away.”

他提到了新加坡自1965年独立以来地区和国际环境的变化，包括中国和印度作为巨大经济体的出现，东盟走向共同市场，当前的全球经济危机等。

他希望新加坡人面对全球化要加强国家意识：”We have to strengthen our national consciousness at a time when the forces of globalization are deconstructing the very notion of nationhood…”

他告诫新加坡人要保持警觉，不要忘记其国家脆弱的一面：“But so long as the succeeding generations of Singaporeans do not forget the fundamentals of our vulnerabilities, and not delude themselves that we can behave as if our neighbors are Europeans or North Americans, and remain alert, cohesive and realistic, Singapore will survive and prosper.”

李资政也为新加坡在该地区中的领先地位感到自豪。他提到：印尼有些精英周末会到新加坡度假，但有一些人回去后会感到沮丧——“Why can’t their airport be like ours (Changi)? Why can’t their streets be like ours?”。李资政说新加坡为该地区设立了一个较高的基准，这对该地区是有益的——“So we are raising the benchmark of what is possible in this region, which I think is good for the region.”

4月15日，“Financial Times”报道，新加坡经济已经连续11个月下滑，2009年前3个月收缩11.5%，政府被迫把今年的GDP发展速度从-6%下调到-9%......形势看上去蛮糟糕的，但有忧患意识、未雨绸缪的国家总是能做到事先有防患。听一个朋友说，新加坡政府的财政供其使用50年都用不完。我对此没有考证，但每当看到炎炎烈日下新加坡青少年在体育场上运动、奔跑、竞技、娱乐的时候，我就没法不感叹，没法不对其未来抱有信心……

May Flower

3月31日的“Organizational Analysis”课上主题是“组织文化之象征（Symbol of Organizational Culture）”，我自告奋勇，介绍了反映“留学报国”精神的同学会会歌“谊集”（May Flower），并亲自在老师同学面前唱了一遍。当初工作参加排练时，只觉得歌词——不管是中文还是英文，都很精炼，意义很深远，旋律也很优美。如今在新加坡日日夜夜“艰苦奋战”，回顾这首歌，别有另一番亲切感受。

有次跟国内的一个朋友网上聊天，朋友不能理解我在新加坡读书为什么会这么紧张，说：“又不是在美国？又不是念常青藤大学？”我不知怎么解释，我只说我每天都要到凌晨两点才睡。当然，跟那些留学前辈，或者跟那些读PHD的人相比，我们也许真的不该抱怨辛苦……

记得一个新加坡部长讲过，希望新加坡人work hard, 但更要work smart。我则希望自己study hard, 同时study smart。而且，在感到不够自信的时候，或者在觉得压力大的时候，光荣与梦想总是能让人振奋，催人奋进！
